Colorado Oil and Gas Commission Proposes Rule Governing Large Drilling Operations

The Colorado Oil and Gas Conservation Commission has proposed new rules for siting large oil and gas operations in urban areas and for including drilling and production facilities in existing local government planning processes (Recommendations 17 and 20). The draft rules, proposed by the commission Oct. 6, were drawn from two recommendations made in February by a special oil and gas task force convened by Colorado Gov. John Hickenlooper (D) to address state and local conflicts over regulation of siting of drilling operations, the use of hydraulic fracturing and horizontal drilling, and other oil and gas activities.
