The testimony summarized information contained in the NIOSH document Comprehensive Safety Recommendations for Land Based Oil and Gas Well Drilling. A safety analysis of the industry determined that workers in these areas were subject to injury from the use of tools and equipment unique to well drilling operations which were not covered under other industrial health and safety standards. The injury rate for employees in this field was about twice the rate of general industry employees from 1972 through 1980. The document stated general safety recommendations, safety guidelines for well drill machinery and equipment, and safe work practices.
