The Environmental Protection Agency should reconsider its proposal to use 2012 as the baseline year from Which states would be required to cut carbon pollution from their power sector because that would essentially discriminate against early adopters that have already made significant emissions cuts, Sen. Susan Collins (R-Maine) said in a letter to the EPA. The Maine senator June 3 urged the EPA to reach out to Maine officials and policy experts "to tap into the experience of states, such as Maine, that have been national leaders in carbon emission reductions." Maine is One of nine New England and mid-Atlantic states that are already curbing carbon dioxide emissions from power plants through a regional emissions trading system, the Regional Greenhouse Gas Initiative. Nine states participate in the RGGI effort: Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New York, Rhode Island and Vermont.
