Small Localities Still Can't Secure Funding, Assistance for System Upgrades, GAO Says

Rural communities still have difficulty securing financing and technical expertise to upgrade or build water infrastructure despite the availability of funds from seven federal agencies, according to the Government Accountability Office. J. Alfredo Gomez, director of GAO's Natural Resources and Environment division, told the House Energy and Commerce Subcommittee on Environment and the Economy Feb. 27 that the obstacles the GAO identified in an October 2012 report remain.
