Geneva Talks Close With 'Negotiating Text' Of Hoped for End-of-Year Global Agreement

The year's first round of United Nations climate negotiations concluded with formal agreement on a rough draft "negotiating text" of what delegates hope will form the basis for a global climate treaty, but not much else. A total of 180 countries sent representatives to the Feb. 8-13 talks in Geneva, which were convened specifically because the December 2014 climate summit in Lima failed to agree to such language. That draft document will be the starting point toward a global agreement to be finalized at a year-end summit in Paris. But significant work remained to turn the large and unwieldy text-which contains a sometimes contradictory wish list of items submitted from many of the world's nations-into an edited and streamlined formal pact to fight climate change. By page count, the draft is four or five times the expected length of the final Paris pact.
