Budget Proposal Outlines Plans on Spending Cap-and-Trade Revenue, Water Bond Money

California Gov. Jerry Brown (D) unveiled Jan. 9 a budget for fiscal year 2015-2016 proposing to spend $1 billion in revenue derived from the state's carbon market on programs to further shrink the state's carbon footprint and another $532 million from a recent voter-approved bond measure on water projects. Under the $113.3 billion proposal, the California Environmental Protection Agency programs would have $3.2 billion in general fund and other revenue to spend in the next fiscal year. The state's Natural Resources Agency would have $5.4 billion to spend.
