Valero Energy Petition Asks EPA to Shift Biofuel Compliance Away from Refiners

Valero Energy has filed a petition asking the Environmental Protection Agency to redefine the "obligated party" required to use more biofuels under the renewable fuel standard. Under current law, refiners and importers are obligated to blend increasing volumes of renewable fuels into U.S. transportation fuels. Valero's petition asks the EPA to shift the requirement to a subset of fuel blenders known as "rack sellers," specifically "the entity that holds title to the gasoline or diesel fuel immediately prior to the sale from the bulk/transfer terminal system to a wholesaler, retailer or ultimate consumer."
