Petroleum refining could be among several industrial sectors to receive additional free emissions allowances, or permits, under proposed changes outlined July 19 by state regulators to California's greenhouse gases cap-and-trade program. The proposed amendments presented by the California Air Resources Board at a workshop in Sacramento would make dozens of other revisions to the economy-wide trading program that got under way Jan. 1. Many of the changes mark an effort to fine-tune administration and monitoring of the program, while other revisions grew out of directives from CARB's governing board in 2012 to ease the program's economic impact on California businesses.
