摘要

Two states lack standing to challenge model developed by Environmental Protection Agency to estimate motor vehicle emissions in devising strategies in state implementation plans to comply with national ambient air quality standards under Clean Air Act, because: (1) states alleged injuries that could establish standing based upon states' future nonattainment status for ozone standard or from neighboring states' use of model, (2) only evidence available indicates states will not be in nonattainment for ozone standard, and (3) hypothetical injury from neighboring states altering etha-nol use and nationwide decrease in demand for ethanol are too speculative to establish injury in fact required to establish standing.
