The Navy late last month agreed with EPA and local authorities to clean up the island of Vieques, PR, using a strict Superfund cleanup approach even as the Air Force and Army are opposing agency efforts to sign similar agreements.rnThe proposed Federal Facilities Agreement (FFA) is between EPA, the Navy, the U.S. Department of the Interior — which now owns much of the island — and the Commonwealth of Puerto Rico. "Work has been proceeding at the site, but reaching an agreement with all parties involved is a significant milestone," EPA Region II Administrator Alan J. Steinberg said in a joint statement Sept. 27.
