CALIFORNIA STRUGGLES WITH CARBON SEQUESTRATION POLICIES

California energy regulators and industry officials say the governor and legislature should take action to remove regulatory and programmatic barriers to establishing major geologic carbon sequestration projects, including a demonstration project that seeks $60 million in federal funds as well as a number of pending commercial projects. Without providing regulatory certainty and some liability protections to developers, the state may fail to become a leader in accommodating major commercial projects that can substantially reduce greenhouse gas (GHG) emissions to meet state mandates, sources say.
