Recent reports from the National Academy of Sciences (NAS) and the Center for the Study of the Presidency (CSP) are recommending that the next administration quickly fill a key White House slot overseeing science and environmental policy - even as Bush officials and top officials from the two campaigns are working to ensure a smooth and speedy transition to limit threats to national security. NAS last month unveiled a report, Science and Technology for America's Progress: Ensuring the Best Presidential Appointments in the New Administration, urging the next president to move swiftly to appoint an Assistant to the President on Science and Technology (APST), a position that the Bush administration eliminated. "The concerns of the nation regarding jobs and economic growth, health care, national security, energy, and the environment demand informed action. And each of these concerns ... is touched in essential ways by the nation's science and technology enterprise," the NAS report says.
