EPA's just-released guidance to help federal facilities comply with stormwater control requirements in the 2007 energy law and a recent executive order grants the Defense Department (DOD) and other agencies key flexibilities, including two options to reduce runoff and provisions easing some requirements when they are technically infeasible.rnIn advance of the agency releasing the guide, DOD feared it would have trouble meeting strict requirements for controlling post-construction runoff, and the debate between EPA and DOD held up release of the guidance, although a DOD source said in October that the two sides had generally resolved their dispute.
