House Transportation and Infrastructure Committee (T&I) Chairman James Oberstar (D-MN) is abandoning his ambitious deadline for passing legislation to clarify the scope of the Clean Water Act (CWA) by the end of 2009, conceding the bill faces political difficulties in both the House and Senate.
