EPA WATER CHIEF EYES STRICT TMDL APPROACH TO ADDRESS NONPOINT RUNOFF

EPA's new water chief says he is considering strict enforcement of pollution limits on impaired waterbodies, including blocking issuance of new permits and other steps, to combat nonpoint runoff from farms and urban development that is causing the "dead zone" in the Gulf of Mexico and other impairments. A top EPA enforcement official, meanwhile, says the agency is also considering a parallel enforcement effort against dischargers in impaired watersheds to bring them into compliance with existing requirements as a way to aid regulators as they begin developing and implementing new limits.
