EPA is taking its initial step in developing a first-time air toxics standard for coal- and oil-fired power plants by proposing a mandatory information collection request (ICR) that would require the pollution sources to submit emissions monitoring data the agency could then use to develop the air standard.rnEPA is taking comment on its ICR proposed in the July 2 Federal Register as its moves toward promulgating source-specific air toxics limits for power plants after an appellate court tossed out the Bush administration's clean air mercury rule (CAMR) cap-and-trade program for mercury emissions.
