The House has voted to approve legislation preempting EPA's coal ash rule but its long-term prospects appear uncertain despite indications from the Obama administration that it may not oppose the measure as strongly as it has other bills that seek to block EPA rules. The House voted 267-144 Oct. 14 to approve H.R. 2273, a bill that would preempt EPA action on coal ash in favor of establishing state-based programs to dispose of the waste via municipal solid waste dumps or other methods.
