As legislation to broadly reform the Toxic Substances Control Act (TSCA) remains stalled in Congress, sources say state efforts to address toxic chemicals will "accelerate and expand," creating a patchwork of state policies that could be difficult for industry to navigate. At the same time, a group of states led by Washington is asking Sens. Frank Lautenberg (D-NJ) and James Inhofe (R-OK) to expand several provisions in a TSCA reform proposal introduced earlier this year, including strengthening a safety standard that protects vulnerable populations and the environment.
