EPA is punting on developing a long-anticipated novel combined nitrogen oxides (NOx) and sulfur oxides (SOx) secondary national ambient air quality standard (NAAQS) designed to protect the environment, citing the need for a five-year study to collect more data to support such an effort given uncertainty over how to set the standard.
