The chair of the House Appropriations Committee panel with EPA budget oversight says he sympathizes with calls to increase water infrastructure funding but wants to find a better method for paying for infrastructure upgrades than the agency's state revolving funds (SRFs) that critics say are inadequate to solve major infrastructure problems.
