The Report presents findings in the following areas: funding needs for the ninestudy States, the available sources of funding, the financing mechanisms used to meet their needs, how the States administer the SRF program, and the impacts of implementing the SRF program. The SRF program is a significant step in restoring responsibility for financing wastewater treatment from the Federal government to the States and municipalities.
