With support from environmentalists, California lawmakers are poised to consider a bill that generally follows a landmark Texas state measure to broadly require disclosure of chemicals used in the "hydraulic fracturing" drilling process but without the reporting exemption for proprietary formulas that has split activists in Texas. But oil and gas companies are opposing the California legislation, AB 591, charging it will impose burdensome reporting requirements, and even bill supporters acknowledge they may have to address likely industry concerns over the lack of protections for confidential business information (CBI).
