Republican and Democratic senators are seeking to find $140 million to offset the cost of a broadly popular sportsmen's rights bill that includes language blocking EPA from regulating lead bullets and sinkers under the Toxic Substances Control Act (TSCA) after the legislation failed to clear a procedural hurdle due to the budgetary concerns. But it is not clear whether senators will agree to a suggestion from Sen. Jeff Sessions (R-AL), who suggested on the Senate floor Nov. 26 that lawmakers offset some of the bill's costs by cutting funds from EPA's water infrastructure program.
