The White House is touting public-private partnerships (P3s) and other financing incentives for municipalities to encourage property owners to install green-infrastructure projects to control stormwater runoff even as EPA indicates that it is dropping plans for a federal stormwater-retention mandate and other regulatory drivers for the technology. "If we are going to drive a green [infrastructure] response instead of a traditional gray response, we need to think about how to get it to scale.... And we think the P3 model, done well, can address all of those concerns," David Wilkinson, the White House's senior policy advisor for social finance and innovation, told listeners on a March 18 EPA webinar, "Financing Perspectives on Using Public Private Partnerships for Green Infrastructure, Wealth, and Community Resiliency."
