Advocates Seek Strict TVA Ash Plan To Set Floor For EPA Rule Compliance

Environmentalists are urging the Tennessee Valley Authority (TVA) to strengthen its tentative plan to close many of its coal ash impoundments by including excavation and removal of ash below groundwater, saying a strict plan could help set a floor establishing a minimum set of requirements to comply with EPA's ash disposal rule. TVA in an Aug. 20 notice called for public input through Sept. 30 on the scope of a planned environmental impact statement (EIS) that will assess the possible effects of closing impoundments "in place" - meaning stored ash, or coal combustion residuals, would be dried and left in the facility, versus moving the waste to an active disposal site.
