House Democrats have released draft legislative text of a budget "reconciliation" deal that includes unprecedented climate investments as well as a methane fee on oil and gas operators, in what may signal a break in months-long wrangling over the provisions. The House Rules Committee on Oct. 28 held a legislative hearing on the draft text, just hours after President Joe Biden announced a framework for a $1.75 trillion reconciliation deal with $555 billion in numerous climate change-related investments.
