Hill Democrats and White House officials are renewing their intent to enact significant climate policies despite their inability this week to pass a sweeping budget "reconciliation" measure together with a narrower bipartisan infrastructure package that House progressives had pledged to block without a deal to advance both bills. The assurances include statements by top Biden administration officials that the White House remains committed to climate mitigation spending, including a proposed Clean Electricity Performance Program (CEPP) that would provide financial incentives to utilities that reach low-carbon energy deployment goals. Clean energy advocates are also expressing guarded optimism that climate initiatives in the reconciliation plan are not the central barrier to achieving broad agreement among Democrats on the sprawling bill, which also includes multiple social and health policy provisions.
