Even though President-elect Joe Biden is planning to quickly rejoin the Paris climate agreement, longtime climate policy experts acknowledge the United States could face a credibility gap across the globe after multiple instances of brokering major climate pacts only to subsequently back away from them. Overcoming that challenge will require a mix of more aggressive domestic climate policies and diplomacy, the observers say. While the incoming administration has until next November to formally articulate a more ambitious national climate target, it likely must demonstrate momentum sooner.
