The last decade has seen the rise of multibillion dollar, complex engineered projects with such poor track records for completion to time and cost that they threaten Australia's reputation for reliable construction and thus our future prosperity. This is an issue that cannot be ignored. The 2013 Securing Investment in Australia's Future: Report of the Project Costs Task Force by the Business Council of Australia identifies key drivers of high cost as "problems with planning, design, scheduling and procurement - partially caused by overly optimistic project scheduling, scarcity of suitably qualified and experienced project managers and engineers and other key occupations, which at times led to inadequate project execution". Many other people are concerned about these issues. John Grill, the current chair and former CEO of international resources and energy company, WorleyParsons recently said: "Developing the skills and competencies to deliver these large scale and complex projects efficiently and effectively is vital, especially given that both academic research and industry surveys indicate a surprisingly high rate of project failure regardless of project type."
