Powell, Strock Seek Faster Reconstruction Pace in Iraq

As the Bush administration commits to stepping up the pace of rebuilding Iraq, Maj. Gen. Carl A. Strock, the new chief of the Army Corps of Engineers, will travel to the country later this month to see firsthand what can be done to accelerate the program. Last November, President Bush signed a supplemental spending bill providing $18.4 billion for Iraq reconstruction, including about $13 billion for infrastructure. But as of June 22, actual outlays were only $366 million, or 2% of the sum Congress approved, the Office of Management and Budget says.
