The fires are out, the wreckage is cleared and rebuilding is under way, but the Sept. 11,2001, terror attack on New York City's World Trade Center continues to claim victims. They are the police officers, firefighters, construction workers, volunteers, agency officials and others who worked at the site when it was a smoking pile of ruin. Although the U.S. Environmental Protection Agency quickly declared that the air there was not toxic, that clearly was a mistake. Now, some people are paying with their health and lives.
