As the anniversary of Hurricane Katrina's attack on the Gulf Coast and New Orleans approached, the commander of the U.S. Army Corps of Engineers, and American Society of Civil Engineers, both issued calls for changes in policies affecting the engineering, construction and management of civil works in places vulnerable to hurricanes and flooding.
