Big Conn. Project Wins Court OK, but Pa. Approval Is Yanked

Two large Northeast natural gas power plants that faced strong challenges reached opposite outcomes last month from government and legal regulators. The Connecticut Supreme Court upheld state approval for NTE Energy to build a $700-million, 650-MW plant and dismissed opponents' claim that regulators should not have done so without also considering environmental impacts of needed upgrades to a natural gas feeder pipeline. But Pennsylvania officials withdrew an air quality permit for a long-proposed 1,000-MW plant near Pittsburgh after environmental groups pointed to numerous deficiencies and evidence that developer Robinson Power Co. did not intend to build it.
