Le Bourget, France—With transatlantic air-traffic congestion growing, Europe and the United States are attempting to coordinate efforts to upgrade traffic-rnmanagement systems, improve safety and increase traffic capacity. While a U.S. effort overseen by the Federal Aviation Administration appears to be on track, a parallel European effort is lagging.
