Two months ago, reaction to the signing of the first energy bill in nearly 13 years was a mixture of celebration and relief. Now the hard work of implementing the bill's policies is under way. Whether the long-awaited legislation brings the sea change many were hoping for or just another watered-down affirmation of the status quo remains to be seen. Title 13, the Electricity Modernization Act of 2005, provides encourage- ment for the nuclear industry, renew-ables and clean coal technology.
