"Historic" and "important" said the Irish and British governments when the body charged with overseeing the decommissioning of terrorist guns said the Irish Republican Army had explained how it would put its arms "completely and verifiably beyond use". On August 9th, the IRA confirmed it had agreed a scheme to decommission its weapons, but implied that the offer might be withdrawn if it was not taken seriously.
