The government was roundly condemned only six weeks ago for saying that the outbreak of foot-and-mouth disease (fmd) was "under control". Now, that claim is hardly disputed. At its peak, 30 or 40 new cases were being reported daily; now, the numbers are down to three or four. On May 3rd the prime minister declared the crisis was at an end.
