Bernard kouchner, the French doc-tor who is about to step down as the un's administrator of Kosovo, ran into some flak this week at a meeting of the province's ethnic-Albanian leaders, where the row over the risks posed by depleted-uranium shells was high on the agenda. But the complaint he faced was not that of neglecting risks to Kosovo's population in the 100 or more places where uranium-tipped munitions were' detonated during the war between nato and the Serbs.
