Days after writing this assess ment in a draft report to the un Security Council last month, Serge Brammertz, chief prosecutor at the Yugoslav war-crimes tri bunal in The Hague, had to revise his view when Ratko Mladic was captured in Serbia after 16 years on the run. He was handed to Mr Brammertz on May 31stto stand trial.
