China's national carbon dioxide emission trading system: An introduction

摘要

The speed of policy development for China's ETS is impressive by any standard. It is especially impressive given the country's large differences in per capita income levels, industrial mix, energy intensity, and institutional capacities. China deserves enormous credit for addressing the key issues head on in the construction of its national ETS. As this symposium reveals, significant challenges remain in determining how to deal with the heterogeneity of participants and determining the appropriate division of responsibilities between the central and local governments.
