Its chapters tackle the important question of what is responsible for the persistent and growing development gap between Latin America and the US. Its message is that Latin American countries must abandon their statist (and populist) ways, and establish democratic regimes embedded in a legal-institutional framework conducive to promoting market-based, outward-oriented policies in a stable macro-economic environment.
