A procedural vote in the Senate to initiate debate on the bipartisan package failed to pass on 21 July, providing an early glimpse of the lengthy battle ahead for federal infrastructure dollars. The framework agreed between leading Democrat and Republican Senators promises intriguing language around PPPs and technology innovation, although Democrats may ultimately resort to a messy budget reconciliation process likened to "throwing money at the wall" (see story pi2).
