Equitable Distribution of Wastewater Treatment PPP Project on Shapley Value Method with ANP Risk Correction

摘要

The wastewater PPP project possesses three characteristics: partnership, benefit sharing and risk sharing.The random cooperation game can fit the process well. The research focus of this paper is how to realize the fair allocation in the real PPP project. The paper firstly uses the cooperative game to analyze the benefit sharing, and thinks that it should be based on the contribution of the participant to the fair distribution, especially Shapley value. In addition, due to the inherent loss of Shapley value and the characteristics of the PPP project, it is necessary to consider the risk factor. The paper uses ANP super-matrix to correct the distribution of risk, which can more scientifically reflect the distribution of PPP model nature.
