Providing modern communities with electricity is both a complexand a critical task. Therefore, the configuration of the regulatoryframework, constructed by federal and state governments around theelectric utility industry, has significant consequences for publicexpenditures and industry behavior. By altering investmentincentives, policy decisions around utility regulation have equalcapacity to move us towards an efficient and sustainable future or toimpose needless costs on the public. State regulatory regimes, inparticular, have tremendous ability to influence utility investmentdecisions.
