This paper explores the impact of information technology capability, information sharing, and government process redesign on the operational performance of an emergency management system. We conducted a survey of 286 employees using emergency information systems and several case studies in Shanghai, China. We examined the synergies between information technology, process redesign, and emergency response performance in three steps. In phase 1 we analysed the information technology capability and government process redesign portfolio, and the information sharing and government process redesign portfolio, as well as examined the delivery and flexibility performance implications. In phase 2, we divided the variables into different developing stages, conducted a factorial design to check the detailed instruments that make the interaction significant. In phase 3, we conducted a sensitivity analysis of the utilisation factor on the synergies. In phase 1, we found that the interaction between information technology capability and government process redesign was positively associated with delivery efficiency, while the interaction between information technology capability and government process redesign, and the interaction between information sharing and government process redesign positively predicted flexibility response. In phase 2, geographical information system and spatial data sharing were found to be the moderators of government process redesign, leading to efficiency in flexibility response. Phase 3 demonstrated that flexibility response was sensitive to the unified utilisation of geographical information system, spatial data sharing, and government process redesign.
