Communicating in an HADR Environment

On 8 November 2013, Super Typhoon Haiyan struck the Republic of the Philippines causingwidespread destruction and displacing millions of citizens. When the storm abated and the damagewas assessed, the Armed Forces of the Philippines requested Humanitarian Assistance and DisasterRelief (HADR) support from the United States. In response, the U.S. Secretary of Defense directedCommander, United States Pacific Command (PACOM) to conduct humanitarian assistanceoperations.
