Government-sponsored biomedical research funding is fickle and can change from year to year through such influences as alterations in funding priorities, ascendance of new leadership, economic boons or busts, and even (unfortunately) political whims. Sometimes a great idea gets shelved or a novel treatment protocol is relegated to obscurity.
