A few months ago we celebrated the 30th anniversary of the fall of the Berlin Wall. I remember the euphoria and optimism back then. The world was changing for the better. Today the optimism has begun to fade. New concerns have arisen. We see ruptures in the institutions of cooperation and increased great power competition. In particular we are concerned about Russia's actions.
