DEFENDERS OF FVEY note that it has, indeed, been highly successful since its formation. In a parallel to the familiar retort of "if you're so smart, why aren't you rich?" the question could be asked of FiveEyes: "If it is so successful, then why aren't the results better, and why don't the member governments have even a degree of common perception of threats and opportunities?" But, again to resort to cliches, "the urgent cannot be allowed to overtake the important". FVEY began as a mechanism to challenge the Axis Powers of World War Ⅱ, evolved to manage the WTO threat, and then re-invented itself to meet the PRC threat. The key is to understand that the capability, and the trust binding the Alliance, exists to outlast short-term threats.
