Disclosed are a consensus method in an alliance chain and an alliance chain system. The method comprises: a consensus main node selects a target transaction set from a managed transaction memory pool to generate a target proposal and broadcast the target proposal to a consensus backup node in an alliance chain, the target proposal comprising a root hash formed by ordered arrangement of transactions of the target transaction set; the consensus main node sends the target transaction set to the consensus backup node in the alliance chain by means of the managed transaction memory pool, wherein the transaction arrangement of the sent target transaction set is the same as the transaction arrangement of the target transaction set in the root hash forming process; and the consensus backup node receiving the target proposal determines whether the target transaction set matched with the root hash in the target proposal exists in the managed transaction memory pool, and performs a consensus operation on the target proposal when the target transaction set matched with the root hash in the target proposal is determined to exist in the managed transaction memory pool.
